Luay is a retired Lieutenant Colonel with 19 years of military service and over 20 years’ experience in aviation security. His roles have spanned operational leadership at airports, cargo and catering facilities, diplomatic security as Chief Security Officer at the Jordanian Embassy in Washington, D.C. and serving as a Sky Marshal with Royal Jordanian Airlines and Royal Wings.
From October 2023, Luay oversees Valar’s aviation security programs as AVSEC Program Manager—driving planning, training, and implementation in high-risk and complex environments. Simultaneously, as Program Coordinator for the ICAO‑led CASP‑MID initiative, he supports aviation security development across 15 Middle East states.
He is an ICAO Certified Auditor & Instructor with a PMC Certificate and has worked closely with international partners, including TSA, IATA, ACI, WCO, DfT, and IOM. He has conducted numerous state aviation security audits and participated in UN CTB state assessment missions.
Since 2016, Luay has partnered with the Yemeni Civil Aviation Authority, providing strategic guidance and daily assistance to their AVSEC leadership through regular joint planning and capacity‑building efforts.
