Paul Shaya

Senior Analytic Advisor

Paul Shaya brings nearly three decades of experience in national security, including 28 years with the US Government. He has served in a number of senior roles with a geographic focus on Africa, the Middle East, and Europe.

Paul has led global analytic teams, advised senior U.S. policymakers, and managed high-impact assessments, including for the White House. His expertise includes open-source intelligence, counterterrorism, illicit and terrorist finance, regional political and economic analysis, and government–private sector partnerships in the technology and analytics space.

A native Arabic speaker, he has also served as an instructor and interpreter in high-level settings.

In addition to his government service, Paul is an Adjunct Professor at The George Washington University’s Elliott School of International Affairs, where he teaches courses on the U.S. Intelligence Community and the Middle East. He holds a Master of Arts in International Affairs from George Washington University and a Bachelor of Science in Finance from the University of Illinois.
